Amends Labor Law Section 190, Subdivision 4 to redefine "manual worker" from the previous definition of "mechanic, workingman or laborer" to "worker whose primary duty is to engage in physical labor."

Directs the Commissioner of Labor to adopt regulations establishing criteria for determining whether an occupation meets the definition of "manual worker" and "physical labor."

Requires the Commissioner to publish guidance listing specific occupations that are presumed to meet the definition of manual worker.

Takes effect immediately upon enactment.
