Expands the definition of "recipient" eligible for water quality infrastructure funding to include water utilities regulated by the Public Service Commission, in addition to municipalities.

Requires water utility projects to have a clear and definite public purpose and benefit the customers of the water system to qualify for funding.

Caps annual funding at $5 million per municipality or water utility from appropriated funds for water quality infrastructure projects.

Exempts water infrastructure improvements funded through the New York State Water Infrastructure Improvement Act of 2017 or the Drinking Water Revolving Fund from special franchise tax assessments for water utilities.

Requires any tax relief from infrastructure exemptions be used to reduce current water rates and offset future water rate increases.
