Adds definition of "labor organization" to General Municipal Law as any organization constituted for collective bargaining, dealing with employers on grievances or employment conditions, or mutual aid/protection that is not a company union.

Changes industrial development agency composition requirements from optional ("may include") to mandatory ("shall include") at least one representative of a local labor organization.

Requires mandatory inclusion of at least one school board member or district superintendent (or their designee) from the agency's jurisdiction on industrial development agencies.

Allows agencies to temporarily exceed the seven-member maximum size when adding the two mandatory members, with size reducing back to previous levels as non-mandatory members resign.

Changes gender-specific language to neutral terminology ("chairperson" instead of "chairman" and "or her" added to pronoun references).
