Prohibits utility corporations from imposing late fees, interest, or penalties on customer accounts during a pending commission investigation, but allows retroactive imposition if the investigation concludes in the utility's favor.

Prevents termination of utility service to residential accounts for non-payment during a commission investigation, extending the protection for 120 days after investigation findings are published and a determination is issued (except for health and safety disconnections).

Requires utility corporations to notify residential customers within 10 days of investigation commencement through letters, bill notices, phone calls, or website postings.

Requires the Public Service Commission to post notice of investigations on its website within 3 days of commencement and to either determine allowable penalties or waive/partially waive fees and interest upon final determination.

Applies protections to investigations of residential and commercial gas, electric, and steam utility services, excluding investigations triggered by individual customer complaints.
