New York adopts the Interstate Teacher Mobility Compact, creating a streamlined pathway for teachers holding valid licenses in one member state to obtain licensure in another member state.

Establishes the Interstate Teacher Mobility Compact Commission composed of one delegate (Commissioner) from each member state to administer the compact, promulgate rules, and manage operations with an eight-member Executive Committee.

Teachers holding unencumbered (unrestricted) licenses in eligible teaching areas can receive equivalent licenses in receiving states without additional requirements beyond criminal background checks and state-specific compensation information.

Provides expedited licensure for active military members and eligible military spouses, allowing them to obtain licenses even if their current license is restricted, probationary, or provisional.

Compact becomes effective once enacted by ten member states; allows member states to withdraw with six months' notice and maintains each state's sovereignty over teacher discipline, ongoing license renewal requirements, and information control.
