Covers Vincent Stark's prior employment as an intern with the New York State Assembly from January 3, 2005 to July 1, 2005, when he failed to join the retirement system through no fault of his own.

Requires Vincent Stark to file a written request with the state comptroller within one year of the act's effective date to receive the retroactive Tier IV status.

Prohibits any refund of contributions Vincent Stark has already made to the retirement system.
