Reduces the lookback period for health plan overpayment recovery efforts from 24 months to 3 months after original payment to a health care provider.

Exempts overpayment recovery based on suspected fraud, intentional misconduct, or abusive billing from the 3-month time limit.

Exempts overpayment recovery required by self-insured plans or state and federal government employee/retiree health programs from the 3-month time limit.

Allows health plans to defend against underpayment claims by offsetting with overpayments dating back to the original underpayment, regardless of the 3-month limit.

Takes effect 30 days after enactment.
