Establishes five new definitions in education law for telepharmacy operations: "central pharmacy," "remote site pharmacy," "remote supervision," "telepharmacy," and "telepharmacy in hospitals."

Requires remote site pharmacies to be jointly owned by or operate under contract with a central pharmacy, connected via computer, video, and audio links, with a pharmacy management system that maintains separate records for each location.

Mandates that a licensed pharmacist employed by the central pharmacy must approve each prescription before dispensing, including an audit trail identifying all personnel involved and video verification of drugs and labels.

Limits each pharmacist to overseeing no more than four remote site pharmacies and requires monthly in-person inspections of remote sites, with inspection reports maintained for five years.

Allows remote site pharmacies to stock controlled substances if registered with the Drug Enforcement Administration, and permits dispensing without a technician present if prescriptions are pre-checked, areas are locked, and unlicensed staff assist patients via audio/video link.
