Expands the municipal sustainable energy loan program to include water efficiency improvements and resiliency improvements in addition to renewable energy systems and energy efficiency measures.

Adds definitions for "water efficiency improvement," "water efficiency study," "resiliency improvement," and "resiliency feasibility study" to the general municipal law.

Sets loan limits for commercial entities at 35 percent of appraised property value and for individuals at 10 percent of appraised property value, with total debt not exceeding 90 percent of property value.

Requires municipal corporations to allow financing of full improvement costs upon qualifying contractor certification, subject only to the loan limits established in the bill.

Directs the New York State Energy Research and Development Authority to publish revised guidelines for energy efficiency and renewable energy within 120 days and guidelines for water efficiency and resiliency improvements within 360 days of the act's effective date.
