Establishes early mail voting in New York, allowing registered voters to apply to their county board of elections to vote by mail in any election for which they are eligible.

Permits voters to apply for early mail ballots by form, letter, or through an electronic application system; mail and in-person applications must be received by the tenth day before the election, with in-person applications accepted up to the day before the election.

Requires the state board of elections to create an electronic early mail ballot application transmittal system and an online ballot tracking system allowing voters to monitor their application and ballot status.

Provides early mail ballots with three envelopes (inner affirmation envelope, outer envelope, and mailing envelope) and requires ballots to be received and counted if postmarked by election day and received within seven days after the election.

Applies early mail voting procedures to county and city elections, village elections, school district elections, and special town elections; takes effect January 1, 2024.
