Authorizes the city of Schenectady to establish a demonstration program using photo speed violation monitoring systems in up to 20 school speed zones to enforce speed limits when school is in session or during student activities.

Imposes monetary liability on vehicle owners (not operators) for speeding violations of more than 10 miles per hour above the posted limit, with maximum penalties of $50 per violation plus up to $25 for failure to respond timely.

Requires photo speed monitoring systems to pass daily self-tests and annual calibration checks by independent laboratories, with trained operators completing daily setup logs documenting system functionality.

Restricts use of captured images to adjudication of liability only, prohibits public disclosure, and requires destruction of images upon final resolution of violations or one year after notice, whichever is later; allows disclosure only via search warrant or subpoena in criminal investigations.

Exempts lessors of vehicles from liability if they provide lessee information within 37 days, creates a stolen vehicle defense, and requires annual reports to the governor and legislature on crash data, violations recorded, and program revenue and expenses; program expires December 31, 2028.
