Authorizes the city of Schenectady to establish a demonstration program imposing monetary liability on vehicle owners for traffic-control signal violations detected by photo-monitoring devices at up to 12 intersections.

Holds vehicle owners liable for violations when their vehicles are used with permission, unless the operator was convicted of the underlying violation; owners cannot be held liable if the vehicle was stolen.

Establishes a maximum penalty of $50 per violation with an additional $25 penalty for failure to respond within the prescribed time period; liability does not constitute a conviction or affect insurance or driving records.

Requires lessors of vehicles to provide lessee information within 37 days of notice to avoid liability; allows lessees to be held liable for violations of leased vehicles.

Mandates annual reporting to the governor and legislature on accident data, violation statistics, fines collected, and adjudication results; program expires December 1, 2028 unless extended.
