Amends Education Law to allow the city board, city-wide councils, and community councils to conduct public meetings remotely by videoconference without physical presence of members or the public, provided they comply with specific Public Officers Law requirements.

Permits school-based management teams to conduct their required monthly meetings (or parts thereof) remotely by videoconference under the same conditions as other councils, while maintaining the requirement that each monthly meeting be held at a time convenient for parent representatives.

Remote meetings must comply with paragraphs (d), (f), (g), (h), and (i) of subdivision two of Public Officers Law section 103-a.

Takes effect immediately; amendments to the city board and councils provisions expire with the expiration of the underlying Education Law section, and amendments regarding school-based management teams expire with the repeal of that provision.
