SUNY board of trustees must examine and study availability of campus services, programs, and resources for veteran students, including academic, financial, and career advising services and personal counseling.

SUNY study must compare the number of veterans attending each college to the number of available full-time counselors and/or advisors employed at each campus.

CUNY board of trustees must conduct an identical study on veteran student services availability across CUNY colleges.

Both SUNY and CUNY must include recommendations based on stakeholder consultation on how to increase availability of services to better facilitate veteran transitions to college.

Both university systems must submit final reports with findings and recommendations to the governor, temporary president of the senate, speaker of the assembly, and higher education committee chairs within one year of the law's effective date.
