Replaces gendered language throughout the New York State Urban Development Corporation Act by changing "chairman" to "chairperson" and "him" to "him or her" throughout the statute.

Establishes a procedure for filling vacancies in the president or chairperson positions: the governor shall appoint a successor with Senate advice and consent to serve the balance of the unexpired term.

Authorizes the governor to designate an acting president or chairperson for up to six months or until a successor is confirmed by the Senate, whichever comes first.

Clarifies that the president of the corporation may not be one of the directors appointed by the governor.

Makes conforming changes to the Economic Development Law to replace gendered language with gender-neutral terms.
