Requires the New York Department of Education Commissioner to establish statewide ratios of school-based health and mental health professionals to students in public schools through rules and regulations.

Defines school-based health and mental health services as including school nurses, certified or licensed school psychologists, school counselors, and social workers, each employed by the district and staffed in proportion to established ratios.

Mandates that all school districts provide these health and mental health services to all students attending public schools, excluding students already receiving services under the Individuals with Disabilities Education Act.

Applies to school districts, BOCES, special act school districts, approved preschool special education programs, approved private schools for students with disabilities, and state-supported schools.

Takes effect immediately upon enactment.
