Grants Matthew DeTiberiis retroactive Tier IV membership in the New York City Teachers' Retirement System (TRS) for his employment with the City of Yonkers Parks Department from 2009 to 2014.

Requires DeTiberiis to file an application with the TRS head within one year of the act's effective date to receive service credit for his Yonkers employment period.

Allows DeTiberiis to change from Tier 6 to Tier 4 status, resulting in earlier retirement eligibility, lower contribution rates, and a three-year final average salary calculation instead of five-year.

Places all past service costs associated with the implementation on the City of New York, with employer contribution impacts estimated between $14,700 in 2026 and decreasing to minimal amounts by 2049.

Takes effect immediately upon enactment.
