Requires completion of a fiscal study examining fiscal, service, and taxation impacts on both the proposed village and existing town before any incorporation election takes place.

Mandates the Department of State post the fiscal study on its public website for a minimum of 90 days before village incorporation approval becomes effective.

Applies new requirements to existing village incorporation petitions filed before the effective date, including the higher population threshold and fiscal study requirement.
