Establishes "the planned offshore wind transmission act" to create improved transmission planning and coordination systems for offshore wind development in New York to meet the state's goal of 9,000 megawatts of offshore wind by 2035.

Requires the New York state energy authority, in consultation with the independent system operator and department of public service, to develop a plan for an offshore grid upon expansion of the state's offshore wind megawatt goal above 9,000 MW.

Directs the authority to conduct a benefit-cost-analysis and ratepayer impact study to determine the overall costs of implementing planned offshore transmission systems and coordinated grid infrastructure.

Authorizes the city of Long Beach to temporarily discontinue and permanently alienate parkland at Ocean Beach Park (1.0099 acres) to EW Offshore Wind Transport Corporation for constructing underground electrical cable systems and distribution infrastructure.

Requires Long Beach to dedicate funds equal to or greater than the fair market value of alienated parkland towards acquisition of new parklands and/or capital improvements to existing parks, and mandates surface restoration and compliance with federal environmental requirements.
