Amends Labor Law by adding section 224-f to prohibit awarding public works contracts to entities with members, managers, or stockholders previously found guilty or debarred for wage theft.

Requires all bidders on public works projects to disclose full names of all members, managers, individuals, and stockholders to the commissioner for review before contract award.

Defines "wage theft" as the denial of wages or employee benefits rightfully owed to an employee.

Prohibits contractors from authorizing any individual debarred or found guilty of wage theft as a manager, member, or stockholder after contract award, with violation resulting in immediate contract termination.

Permanently bars any individual who knowingly or intentionally commits wage theft from bidding on or holding any ownership interest in entities that bid on public works projects.
