State board of elections must create a secure website and mobile application allowing qualified voters to submit voter registration applications or updates to their county board of elections online.

Online platform must allow electronic signatures of comparable quality to ink signatures through methods including file uploads and touch/stylus input, or previously provided signatures from state agencies with individual consent.

Website and mobile application must display registration deadlines, timeframes for when registrations take effect, and information on how voters can confirm their registration status.

State board of elections shall make available a web application program interface allowing approved programs to directly transmit voter registration information to the state board and county boards in equivalent manner to online submissions.

County boards of elections must include in annual reports the number of voter registration forms received through the online system during the preceding calendar year, broken down by website and mobile application submissions.
