Establishes New York state renewable electric generation pilot programs authorizing development of up to 300 megawatts of renewable electric capacity statewide.

Directs the Public Service Commission to oversee implementation and authorize electric corporations to build renewable energy facilities with capital and operating costs recovered in rate base and reasonable returns over a commission-determined period.

Eligible renewable generation technologies include solar, wind, photovoltaics, tidal, geothermal, fuel cells, and low-impact run-of-river hydroelectric facilities up to 30 megawatts with no new storage impoundment.

Allows electric corporations to own equity interests in facilities and form partnerships with independent power producers, developers, and customer-owned or leased generators.

Requires Public Service Commission to submit annual reports by June 1st to state leadership detailing program progress, participating facilities, energy sources, generation capacity in megawatts, and number of customer-owned or leased generators.
