Adds new section 159-e to New York Civil Service Law establishing paid leave for mental or behavioral health purposes for public employees.

Applies to employees of the state, counties, community colleges, public authorities, public benefit corporations, BOCES, vocational education boards, municipalities, school districts, and employees of public retirement systems (state and local employees' retirement system and teachers' retirement system).

Mental or behavioral health absences are designated as paid leave and shall not be charged against an employee's accrued sick time.

Takes effect immediately upon enactment.
