Board of trustees must develop a comprehensive SUNY-wide zero waste action plan within one year of the law's effective date, in consultation with faculty, staff, students, and labor organizations.

Plan must address source reduction (including single-use plastics elimination), materials reuse, comprehensive recycling, composting, community engagement, and vendor requirements.

Plan must include baseline metrics, interim targets, and a detailed project timeline for the SUNY system to achieve zero waste by 2031, prioritizing durable and reusable materials over single-use items.

Each SUNY campus must create a detailed campus-specific action plan within 180 days of the system-wide plan's issuance.

Board of trustees must monitor implementation, conduct annual waste audits, report progress annually to the legislature and the university website, and recommend intermediate measures for campuses falling behind the 2031 deadline.
