Allows veterinarians to count provision of free veterinary care services to individuals in shelters as self-instructional coursework for mandatory continuing education requirements.

Eligible shelter types include family shelters, adult shelters, hotels providing temporary emergency shelter, emergency apartments, domestic violence shelters, runaway and homeless youth shelters, and safe houses for refugees.

Veterinary services must be administered at appropriately equipped and staffed practices, facilities, and properties.

Permits the Department of Education to offset up to three hours of required continuing education at a rate of one-half hour of credit for each hour of free veterinary care services provided.

Takes effect ninety days after becoming law.
