Defines "online ordering and delivery platform" as any entity facilitating orders from at least five separately owned establishments through a website, mobile application, or internet service with delivery through the platform's system.

Establishes a nine-member delivery safety training curriculum task force appointed by the governor, assembly, and senate to develop training standards covering vehicle and traffic laws, safe driving behaviors, defensive driving skills, and common risks for new drivers.

Requires training to be at least three hours long, provided free of cost, and available in plain English plus the ten most common non-English languages spoken by limited-English proficient individuals in New York based on census data.

Mandates delivery workers be paid $15 per hour or minimum wage (whichever is greater) for training time, with payments administered by the state comptroller using funds collected from the platforms.
