Requires owners and operators of bicycles, bicycles with electric assist, and electric scooters to carry liability insurance in cities with populations of one million or more, except when operated on the owner's private land.

Insurance policies must be issued by carriers authorized to do business in New York and meet the same coverage requirements as owner's policies for motor vehicles under Vehicle and Traffic Law section 311.

Allows governmental agencies and other entities to obtain self-insurance certificates instead of private insurance if they demonstrate financial ability to pay judgments arising from bicycle or scooter operations.

Requires proof of insurance to be displayed upon request by law enforcement or magistrates; failure to produce proof is presumptive evidence of operating without insurance but not itself an offense.

Provides an affirmative defense if proof of insurance is presented within 24 hours of an accident or injury claim, and takes effect 120 days after becoming law.
