Enacts the Interstate Nurse Licensure Compact (Part A) allowing registered nurses and licensed practical/vocational nurses to obtain multistate licenses recognized across participating states without requiring separate licenses in each state.

Establishes the Interstate Commission of Nurse Licensure Compact Administrators to promulgate uniform rules, collect licensure and disciplinary information, and oversee compact implementation with authority to assess member states for operating costs.

Enacts the Advanced Practice Registered Nurse Compact (Part B) enabling APRNs to practice across state lines under a multistate license with automatic prescriptive authority for non-controlled drugs and mutual recognition of licenses issued by home states.

Requires all applicants for multistate licenses to meet uniform requirements including specified education, national certification exams, criminal background checks, and a minimum of 2,080 practice hours for APRNs.

Authorizes all party states to take adverse actions against nurses and APRNs for violations of state practice laws, with notification requirements to coordinated licensure information systems and home state licensing boards.
