Part A: Enacts the Psychology Interjurisdictional Compact allowing psychologists licensed in one compact state to practice telepsychology across state lines and provide temporary in-person services (up to 30 days per calendar year) in other compact states without obtaining separate licenses.

Part B: Enacts the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact to facilitate interstate practice of physical therapy through mutual recognition of state licenses and a "compact privilege" allowing licensed physical therapists to practice in other member states.

Part C: Enacts the Interstate Counseling Compact permitting licensed professional counselors holding a license in their home state to practice in other member states under a "privilege to practice," including via telehealth, without obtaining separate licenses in each state.

Commission Structure: Each compact establishes a commission composed of state delegates with authority to promulgate rules, maintain disciplinary databases, and enforce compliance through dispute resolution and termination procedures for non-compliant states.

Effective Date: The compacts become effective when enacted in the seventh state (Part A) or tenth state (Parts B and C), with the act itself taking effect 90 days after becoming law.
