Amends Election Law Section 7-104 by adding subdivision 15-a to require ballot questions or proposals to include a statement describing the effect of each voting choice if that choice wins.

Mandates that each voting option display language in the format: "A (type of vote) vote shall have the effect of (the positive or negative effects of the type of vote winning such question or proposal)."

Requires the Secretary of State to write the required language and the Attorney General to approve it before ballots are printed.

Mandates that approved language be posted on the Secretary of State's website after approval and before official ballots are sent to print.

Takes effect January 1st of the year following enactment.
