Establishes a wholesale prescription drug importation program allowing New York to import prescription drugs from Canada through approved wholesalers, subject to federal approval under 21 U.S.C. § 384.

Restricts imported drugs to those meeting FDA safety standards and excludes controlled substances, biological products, infused drugs, intravenously injected drugs, and drugs inhaled during surgery.

Requires approved wholesalers to comply with federal drug tracking and tracing requirements, provide detailed reporting to state health and education departments, and restrict sales to New York only.

Authorizes the Health Department to audit the program to ensure substantial consumer savings, drug authenticity, and compliance with FDA specifications, with authority to immediately suspend violations.

Takes effect 18 months after enactment; requires prior federal approval and certification before implementation, with annual reporting to the governor and legislature on imported drugs, suppliers, cost savings, and audit findings.
