Mandates that boards of elections appoint election inspectors, poll clerks, and election coordinators from the "Additional Inspector List" to fill vacancies listed in the report, with appointments to be made no later than 20 days before the election.

Establishes a priority system for filling vacancies at polling places: first from the Additional Inspector List, and only after that list is exhausted, from qualified voters of the same city or town and political party.

Applies the Additional Inspector List appointment requirement to all emergency vacancy situations, including when inspectors are absent, two inspectors of the same party are absent, or poll clerks are absent.
