Establishes higher per-pound fees for SUVs, minivans, and trucks, ranging from 10 cents per pound for the first 1,999 pounds up to $2.12 per pound for vehicles weighing 9,000+ pounds.

Waives fees for 1,000 pounds of vehicle weight for zero-emission vehicles weighing no more than 5,000 pounds to account for battery weight.

Directs registration fee revenue to the dedicated highway and bridge trust fund, with 75% allocated to street safety projects (bike lanes, pedestrian infrastructure) and 25% to roadway maintenance, with local projects prioritized over state projects.
