Courts must mandate installation of intelligent speed assistance devices (speed limiters) in motor vehicles owned or operated by drivers convicted of speeding violations that result in 11 or more points accumulated within 18 months.

Speed limiters cap vehicle speed at 5 miles per hour above posted speed limits while allowing slight acceleration when necessary based on traffic conditions.

Drivers must install devices within 10 days of court order and undergo inspections every 60 days; devices must remain installed for minimum 12 months or length of license suspension/revocation, whichever is longer.

Installation costs are borne by the driver unless the court determines financial inability, in which case a payment plan or waiver may be granted; drivers with multiple vehicles must install limiters in each one.

Violating speed limiter requirements or assisting drivers to bypass them is a class A misdemeanor; the commissioner must report biannually to the governor and legislature on program implementation, compliance rates, and traffic outcomes.
