Establishes ten interagency placement committees across New York State regions (Long Island, New York City, Mid-Hudson, Capital Region, Mohawk Valley, North Country, Central New York, Southern Tier, Finger Lakes, and Western New York), with nine members each appointed by the commissioners of mental health, developmental disabilities, and children and family services (three members each).

Authorizes committees to receive referrals from families, schools, probation centers, and other entities for youths with co-existing mental disabilities and to recommend appropriate treatment and rehabilitation programs or strategies within two weeks of referral.

Requires committees to avoid recommending in-patient settings unless no reasonable alternatives are available for the youth.

Mandates each committee to submit annual reports to the governor, state senate president, and assembly speaker identifying gaps in treatment and rehabilitation services for youths with co-existing mental disabilities and recommending ways to increase service availability.

Takes effect 180 days after enactment, with authority for agencies to adopt necessary rules and regulations immediately upon passage.
