Amends vehicle and traffic law to add toll exemptions for vehicles registered under subdivision six of section 401 that are owned by civil service employees within the central business district tolling program.

Extends toll exemptions to vehicles registered under subdivision six of section 401 owned by persons enrolled in institutions of higher education located within the central business district.

Adds exemption for vehicles registered under subdivision six of section 401 primarily used for commercial or residential repair services from being charged tolls more than once per day when entering the central business district.

Maintains existing toll exemptions for authorized emergency vehicles and vehicles transporting persons with disabilities.

Takes effect thirty days after becoming law.
