Amends Article 7, Section 3 of the New York Constitution to require the governor to submit appropriation bills separate and distinct from proposed legislation in non-appropriation bills.

Requires appropriations and reappropriations in the budget to be consistent with and constrained by existing state law, and may only modify monetary amounts without amending existing law.

Amends Article 7, Section 6 to restrict appropriation bills to contain only items of appropriation and their descriptions, prohibiting provisions that include program conditions, rules, or requirements.

Requires appropriation items to identify their statutory basis where practicable and their specific object or purpose to enable effective legislative and public review.

Directs the governor to propose any modifications to existing law through separate non-appropriation bills rather than within appropriation bills.
