Permits individuals registered with non-major political parties or as independents to serve as election inspectors and poll clerks if they declare in advance which major political party they will represent.

Allows non-major party or independent registrants to fill positions at regular polling places, early voting sites, and on the "Additional Inspector List" while maintaining equal division of appointments between the two major political parties.

Enables non-major party or independent registrants to serve as replacement inspectors or poll clerks when vacancies occur, provided they represent the same major party as the person they are replacing.

Requires at least one inspector from each major political party (or an individual working on behalf of a major party under this bill) to be present during all polling hours when split shifts are used.

Takes effect immediately upon enactment.
