Authorizes school districts, BOCES, charter schools, and non-public elementary and secondary schools to provide and maintain topical hemostatic agents on-site in instructional facilities in quantities deemed adequate by the Education Commissioner in consultation with the Health Commissioner.

Permits school employees and contractors to administer topical hemostatic agents during emergencies to students or staff experiencing excessive bleeding.

Requires schools authorized to provide hemostatic agents to distribute written informational material on their use to all teachers, with materials created and approved by the Health Commissioner.

Takes effect July 1 following enactment, with authority for immediate regulatory implementation.
