Amends Executive Law Section 354-b to expand the supplemental burial allowance program to include certified first responders who died from certified World Trade Center medical conditions, in addition to armed forces members killed in combat or duty subject to hostile fire.

Extends the definition of "parent" eligible to receive the burial allowance to include individuals who stood in a parental relationship to a first responder decedent at any time before September 11, 2001.

Takes effect immediately upon enactment.
