Reduces the minimum residency period required for a family member to succeed to a rent-stabilized tenancy from two years to one year.

Maintains the existing one-year minimum residency requirement for senior citizens and disabled persons seeking succession rights.

Preserves exemptions from residency interruption for family members who are on active military duty, enrolled as full-time students, under court order, temporarily relocated for employment, hospitalized, or have other reasonable grounds approved by the commissioner.

Applies only to succession rights in rent-stabilized housing accommodations when the original tenant permanently vacates, unless occupancy restrictions based on income limitations apply.
