Requires all persons operating a bicycle, electric bicycle, or electric scooter in cities with populations of one million or more to wear a helmet meeting ANSI, Snell Memorial Foundation, ASTM, Safety Equipment Institute, or U.S. Consumer Product Safety Commission standards.

Establishes violation as a traffic infraction punishable by a civil penalty of up to $50.

Waives civil penalties for persons under 16 years of age if parent or guardian purchases or rents a compliant helmet by the appearance date, or if the hearing officer finds economic hardship prevented helmet acquisition.

Holds parent or guardian of minors under 16 liable for violations; summons may only be issued to parent or guardian if violation occurs in their presence and they are 18 or older.

Specifies that failure to wear a helmet shall not constitute contributory negligence or assumption of risk and shall not reduce damages in personal injury or wrongful death actions.
