Requires public agencies entering contracts for covered retail or distribution projects to mandate that contractors and subcontractors execute labor peace agreements with bona fide labor organizations representing retail or distribution center employees in New York State.

Defines covered projects as those with at least one retail establishment with 10+ employees or one distribution center with 20+ employees, where the public agency has a substantial proprietary interest and enters into a development agreement after the effective date.

Labor peace agreements must require labor organizations and members to refrain from strikes, boycotts, work stoppages, picketing, or other economic action against the covered project for a minimum of five years from the commencement of operations.

Allows public agencies to waive the labor peace agreement requirement only upon written determination that the project would not proceed or project costs would be substantially increased, subject to approval by the Commissioner of Labor after soliciting input from relevant labor organizations.

Applies requirements to the State, public authorities, and political subdivisions through amendments to the Labor Law, Public Authorities Law, and General Municipal Law, with an effective date of ninety days after enactment.
