Prohibits the use of plywood, wood composite, wood veneer, or similar wood-based products to secure vacant and abandoned real property by any person, municipality, or governmental entity.

Applies to properties meeting the vacant and abandoned criteria established in Real Property Actions and Proceedings Law subdivision 2 of section 1308.

Excludes violations of the plywood prohibition from being heard before a hearing officer or court of competent jurisdiction; violations of other maintenance requirements remain subject to civil penalties of up to $500 per day per property.

Takes effect 90 days after enactment.
