Allows oral fluid test results to be admitted as evidence in DUI proceedings to challenge arrest validity and rebut conflicting testimony about cannabis presence.

Extends the same oral fluid testing requirements to vessel operators on New York waters under the Navigation Law.

Takes effect 90 days after enactment, with authority for agencies to adopt necessary rules and regulations immediately upon passage.
