Bans platforms from sending notifications about addictive feeds to minors between 12 AM and 6 AM Eastern Time unless parental consent is obtained.

Authorizes the Attorney General to promulgate regulations defining commercially reasonable age verification methods, verifiable parental consent procedures, and enforcement standards; regulations must consider platform size, technical capacity, and user privacy.

Establishes civil penalties of up to $5,000 per violation and authorizes the Attorney General to seek injunctions, restitution, disgorgement of profits, and damages; enforcement begins 180 days after regulations are promulgated.
