Proposes adding a new section 20 to article 1 of the New York Constitution establishing that the inherent right to personal privacy shall not be infringed.

Guarantees each natural person the right to personal privacy through constitutional protection and necessary legislation.

Requires the amendment be referred to the first regular legislative session after the next general election of assembly members.

Mandates publication of the proposed amendment for 3 months prior to the election, following article 19, section 1 of the New York Constitution.
