Prohibits state university health care facilities, cancer institutes, and hospitals from pursuing litigation in civil or supreme court against patients for medical debt collection.

Applies to facilities authorized under article eight of the education law, article ten-C of the public authorities law, and section 2600 of the public health law.

Defines "medical debt" as any obligation for health care services, products, or devices provided by licensed hospitals, health care professionals, or certified ambulance services.

Takes effect immediately upon enactment.
