Commissioner of Motor Vehicles must conduct a study reviewing motor vehicle and motorcycle safety inspection requirements under Vehicle and Traffic Law Section 301

Study shall examine whether additional inspection items should be included, whether existing items should be modified, and the maximum fees authorized for official inspection stations

Study must evaluate the sufficiency of inspection fees in balancing costs for both consumers and official inspection stations

Commissioner must submit findings and recommendations to the Governor, legislative leaders, and transportation committee chairs no later than one year after the act becomes effective

Act takes effect 30 days after becoming law
