Amends Insurance Law Section 3458(b) to permit electronic delivery of notices and documents in property/casualty insurance transactions that comply with Article 3 of the State Technology Law

Allows electronic notices to be sent to an electronic address not specified in the policy, even when the law requires notice be mailed or delivered to an address shown in the policy

Extends electronic notice requirements to documents required under Vehicle and Traffic Law Section 313(1)(c) related to property/casualty insurance coverage

Adds Vehicle and Traffic Law Section 313(1)(c) to recognize that electronic notices complying with Insurance Law Section 3458 satisfy notice requirements under that section

Takes effect immediately upon enactment
